When Google announced Android Q, it was mentioned that Xiaomi would be one of the brands that would anticipate the launch of the system in their equipment. Well, Xiaomi Mi 9 is the first to receive such an update, however, only for some users.
The new version of Android Q 10.0 is for Beta users in China only. That is, if you have Xiaomi Mi 9 with ROM Global (which is likely) you will not have access to this update yet.
Xiaomi Mi 9 Global ROM expected to be next for Android Q
Needless to say, the Global ROM should be next for the update. First we have the system launch for users with Chinese ROM and only later to worldwide. Mostly due to the translations required in Google software and applications.

So if you have a Xiaomi Mi 9 you can install the new Android Q on your device by following the steps shown on the official Xiaomi forum.
The new system doesn't bring much new. Dark Mode is already implemented in MIUI 10 so it's not new. We still have a slight change in the search presentation at the bottom of the smartphone. In Chinese ROM it's from Xiaomi's assistant but in Global ROM it may well be a Google search.
The most important changes are about authorizations. With Android Q you will be more knowledgeable about which applications ask for access to the microphone, camera or even GPS and can disable this permission in a simpler way.
Just note that the ROM is far from perfect and not advised to use the new version on a smartphone everyday. Also note that this version of Android Q is destined for China. Once you install the new version on your smartphone you will be without Google apps.
That is, the new version of Android Q for Xiaomi Mi 9 should only be installed out of curiosity and never on a smartphone you need for your day to day.
